The Northern District extends across the Western and Eastern Galilee, the Golan Heights and the Lower Galilee, and has 47 community centers. The district is characterized by a wide spread of urban and rural settlements, from Tula in the north to the Lower Galilee in the south, and includes major cities such as Karmiel, Safed, Nahariya and Nof HaGalil. The community centers in the district serve a diverse population that includes Jews, Arabs, Druze and Circassians, and operate in regional councils such as Mateh Asher, Merom HaGalil and Mvo'ot Hermon.
