of Community Centers

The community centers of the Society for Community Centers are spread across a nationwide network of approximately 190 community centers spread throughout the country, from Dan to Eilat, in approximately 1,000 branches. The centers serve all populations in Israeli society: secular, religious, ultra-Orthodox, and Arabs, center and periphery, from young children to old age, people with and without disabilities – all receive community and social services from the community centers. Our community centers are independent legal entities (quasi-municipal corporations or halals), and have independent and separate financial management systems. Community centers have public management boards, which represent the needs of the communities through their members, determine the centers' policies and monitor their performance. The community center management will typically consist of a representative of the Community Center Corporation (20% of the voting power); representatives of the local authority (40%), and residents (20%). The Community Center Corporation accompanies the management, guides and helps to optimally manage the interface with the community, in a manner that expresses the Community Center Corporation's mission: building a community. In addition to being a member of the corporation's board of directors, the Community Center Corporation employs the community center manager, who guides, monitors and supervises the center's operations.

The IACC operates through five regional districts: Northern, Haifa and Valleys, Central District, Jerusalem, and Southern. The District Head Offices of the Israel Association of Community Centers (IACC) play a central role in the ongoing management and support of hundreds of community centers operating across the country. Each district works closely with the community centers in its area, providing support and services tailored to the unique characteristics of the local communities. District Head Offices are responsible for program development and operational supervision. District teams guide and support the leadership of community centers. Working closely with directors and staff, they lead internal monitoring processes, assist in resource development and fundraising efforts, and ensure uniform standards.

Society and Community Administration is the leading professional body that develops the areas of society and community in the community center society. Its main role is to create social, community and educational programs and processes that will advance the needs of the State of Israel at the national level, while providing value to communities in community centers throughout the country. The administration serves as the body of professional knowledge and teachings to support community center managers and staff in a variety of content areas. In addition, it is responsible for operating diverse programs in collaboration with government ministries and partners from the philanthropic and business worlds. The administration consists of three main divisions: a Population Division that focuses on programs for designated populations such as young children, people with disabilities, children, youth and senior citizens. a Core Content Division responsible for programs in the areas of learning, culture, sports and a healthy lifestyle. a Community Building Division that promotes processes to strengthen community resilience, strengthens diverse identities in Israeli society, and supports the public administrations of community centers.

The National Projects Directorate leads project implementation, ensuring effective fulfillment of the IACC mission in a competitive environment. It defines the approach and methodology for planning and executing projects, and oversees management of educational and social programs for diverse communities across Israel. With extensive experience in large-scale educational, social, and community initiatives, the department leads programs in supplemental education, culture and leisure, volunteering, and community development. This includes targeted programs for specific populations and peripheral communities. The department also manages emergency response services in collaboration with government agencies, local authorities, and civil organizations. |In addition, it oversees the Tender Unit, which identifies and applies for government tenders to advance the company’s strategy and strengthen national resilience.

The Human Resources Department is responsible for developing human resource management in the company for community centers. Its main role is to strengthen and adapt the organizational and human infrastructure in order to realize the company's vision and strategy. The Department provides a comprehensive response to the entire employee life cycle - from onboarding, through professional training, to termination of employment. It leads the organization's management training and education system, and assists in organizational development processes in the company's units. In addition, the Department is responsible for the various operational areas, including purchasing, logistics, security and safety. At the core of its work, the Department is the beating heart of the organizational community, focusing on recruiting and selecting quality managers and employees, providing professional guidance throughout the employees' lives, ensuring adequate working conditions, and promoting personal and professional development. In doing so, it builds organizational infrastructure that creates a supportive and professional work environment that promotes employee well-being and the success of the organization.

The Finance Department is responsible for the financial strength of the company for community centers and community centers. The Department provides a variety of services related to the financial axis, starting from supporting the company's units in developing and formulating business economic models for various programs and areas, ongoing support and formulating and executing the company's budget, including individual support for all community centers. The Department is a central anchor for all of the company's work with government ministries and business partners, both in regulatory aspects and in development and growth aspects. The Department is responsible for the budgetary aspects of the entire company; accounting; execution and absorption of payments; and supports the company's community centers in their ongoing financial management and in-depth financial issues. The Department promotes the financial strength of the community centers through financial controllers and external consultants, and also leads the efficiency and savings processes of the community centers through economy of scale tenders.

The Digital Directorate develops and supports the advanced digital infrastructure that serves both IACC headquarters and community centers across the country. It oversees a wide range of systems, including program operations, procurement, financial management, and participant registration. The administration leads the development and implementation of digital solutions tailored to the needs of different departments and communities, with a strong focus on usability, accessibility, and efficiency. It also drives the transition to advanced technological platforms, develops dashboards, manages information systems, and ensures proper user permissions, data security, and regulatory compliance. In parallel, the administration provides ongoing technical support through a dedicated help desk, offering real-time assistance, troubleshooting, and daily operational guidance. Field implementation teams complement this work by delivering hands-on training and personalized support to ensure the smooth adoption of new systems and their effective use across the organization.

The Partnerships Division is responsible for developing the company's resources in accordance with its changing needs. Its main role is to build stable and diverse revenue streams and lead significant social partnerships with the government, philanthropy and the business world. The division, which reports to the Office of the CEO, works in close cooperation with the Association for the Encouragement and Promotion of Community Centers in Israel (AR) and with the American Friends Association. Its goal is to assist in creating significant partnerships and projects that will strengthen the residents of communities throughout the country.

The Communications Department serves as a central engine in designing and leading the company's communications and branding strategy for community centers. The department operates as a unit subordinate to the CEO's office, leads the entire company's communications system, and provides a full professional envelope to both the company's headquarters and community centers across the country. The department's responsibilities include developing marketing strategies and managing all areas of communication: spokespersons, public relations, crisis management, advertising, media, social networks, branding and organizational identity. In addition, the department provides training services, professional guidance and media support to community centers, while creating a uniform communication language and strengthening the company's national positioning. The professional team leads and shapes internal and external communications, while fulfilling the company's goals and highlighting its broad social work. This is done while maintaining professionalism, creativity, and communication accuracy that reflects the company's values and national missions.

The legal office of the Community Center Company constitutes a central backbone of the organization. Led by the legal advisor, who also serves as the company secretary and is responsible for managing the interfaces with the board of directors, the office provides comprehensive legal support for all of the company's activities. In doing so, the legal office plays a significant role in the company's strategic decision-making processes, emphasizing the legal and administrative aspects related to policy formulation. The team of lawyers at the firm specializes in the fields of civil-commercial-administrative law, assisting with tender procedures, contracts and agreements, and labor law. In addition, the legal firm is responsible for managing the company's and the community centers' insurance portfolio, which includes concentrating, monitoring, and comprehensively handling hundreds of insurance events per year.

The Internal Audit Department at the IACC conducts systematic and comprehensive reviews of the organization’s activities. Operating under the Internal Audit Law (1992) and the guidelines of the Government Companies Authority, it promotes proper governance, operational efficiency, and compliance with organizational procedures. The audit function works to strengthen awareness of organizational policies among managers and staff, support improvements in management practices, and ensure that Board decisions are properly implemented. Audits are carried out both at headquarters and within community centers, examining areas such as finance, human resources, safety, management, and legal compliance. In addition, the Internal Auditor serves as the organization’s Public Complaints Officer, independently reviewing complaints regarding the conduct or actions of the organization, its community centers, or their staff, in accordance with IACC procedures.
